Why would he first start by just getting the vaccine that isn't necessary for anything more than keeping a job now?

Try the medical exemption, then try the religious exemption, and lastly get the vaccine if all else fails and you absolutely can't make it without the job for a while. Be an absolute pain in the arse for your POS employer. Even if you're not super religious, write it up as though you are and do your research on it. The person who will approve or deny likely has no idea who you even are and can't prove one way or another.
