They were settled by different European peoples. The Dakotas are predominantly German and Scandinavian for example. Maine was settled by the English and the French.
Local culture is still defined by where these people came from in Europe.

Parts of Northern Maine still speak French as their primary language, likely due to their proximity to Quebec.
