ATF 5320.20 Transport form question.

I got a question abotu this form, i am transferring my items to my new address. It states in the fine print that 2 copies shall be submitted to the ATF by mail OR can be scanned and emailed. The next bullet says all signatures on both copies shall be in ink.
How do you satisfy both of these requirements?

make a copy of the form, sign the original and the copy, then mail to ATF.

I don't think you understand the conundrum.
If you scan and email the form, they sign it and send it back, only their signature would be in ink. Not all of them like the previous requirement.

It's still in ink either way. One is pen ink, the other printer ink. Fail to see the problem here.

Don't overthink the 5320. They don't take it seriously so why should you? I submitted mine 4 months in advance when I knew I was moving to take a new job WITH THE FED GOVERNMENT. So I figured I better be in compliance. 4 months pass and I am moving in two days. I call ATF and they say "oh. Yeah we got that. It's on file, don't worry about your copy go ahead and move."
After that, I submitted when traveling and keep a record that I submitted along with a copy of the submission and didn't sweat it when they didn't send it back.
