California has high sales, gas and income tax because the wealthy that inherit property often pay 1-10% of the fair market property tax. It's a land cartel that subsidizes the wealth landowners by having higher sales, gas and income tax.

The reason that property tax is like that over there is because taxation based on land value got so out of control that people who owned their land forever were being forced out because of the new valuations.
Blame property owners all you want on that one but California land prices have been a bubble for 50 years.
