Nope, not if suspended from the team for academics he can’t save this year. But last year didn’t count against anyone’s eligibility and he still has a red-shirt he can take.

He is technically a sophomore because of Covid and he still has a red-shirt he can use, so if he used he red-shirt on this fiasco next year he would be considered a red-shirt sophomore with two years of eligibility left

You mean 3 years? If he took a redshirt this year he would still have eligibility in 2022, 2023, and 2024.

That said, OP’s entire premise is silly. Nobody is intentionally failing to maintain academic eligibility just to force a redshirt. He would just transfer at that point.
