Late night, can't sleep post, so forgive TLDR. Also, Disclaimer: Did not watch the OP video associated with this thread.

You entered what I call the "Twilight Zone", that Area 51 where a person cannot acknowledge noticing a situation like the one you described. Well, if you are male. Women get a pass.

Unfortunately, most people are very basic in their perception of our societal norms, and see things in terms of "either/or" - Sexual or not. But in reality it just isn't that simple. There is a full "spectrum of acknowledgement" applicable not only to adolescents but also to those who have an 18th birthday and whose physical appearance it is then suddenly and magically acceptable to acknowledge.

The spectrum may begin at "innocuous" (entirely innocent), and progress by degrees to "cute", then perhaps "suggestive", "provocative", etc. (not trying to create a definitive spectrum here) and on through "smoldering", "hot", "napalm", and ultimately to something I call "MIRV-ICBM-TDC", that is, "multiple independently targetable re-entry vehicle intercontinental ballistic missile thermonuclear destruction capable" (maybe the mythical O-T 11).

There are also other important factors at play such as context. What is acceptable attire on a beach probably is not when in church, to cite an easy example. In many countries in Europe, Asia or South America it is common for girls or women to be topless on a beach. In beachside communities in the U.S. I've often seen women and girls in the supermarket or elsewhere in bikinis and it's not generally remarkable, but if they were in Nebraska would likely provoke a different reaction.
