Shell originally got out of NO in the 70's due to Moon Landrieu's inventory tax. That was the reason most of the O&G industry left. NO could recover from Betsy and later Katrina, but not from the Landrieu's.

Shell still has roughly 750 people in the New Orleans. Last of the majors with a presence.
