Could just as easily happen in New Orleans which is why Shell bailed on the city.

Shell originally got out of NO in the 70's due to Moon Landrieu's inventory tax. That was the reason most of the O&G industry left. NO could recover from Betsy and later Katrina, but not from the Landrieu's.
