You can't win a war when the rules of engagement are "Don't shoot them unless they shoot at you first" especially when you are "fighting" on their turf. Anybody could be an enemy and they can position themselves anywhere they want, can't shoot em. You won't know until the lead is flying or they already have assault rifles drawn.
