Dan Bongino was saying even if the Taliban can't figure out how to use the equipment they scooped up, the Pakistani ISI will sure help.

They don't have to rely on Pakistan for most of it. The biometric stuff, which inexplicably was allowed to be "seized" will need the ISI help, but the rest can be managed by the scores of US-trained Afghans who flipped sides and are now working with the Taliban.
