If the blind and feeder are facing his property I'd have no problem with it. He's just trying to maximize his 10 acres. Or you can go put a blind on the other side of the fence from his..

as long as he is hunting on his side and not shooting across the line it is a non issue, want to start trouble, set up a cell camera on his blind and every time he hunts it go ride the property line , but trouble with neighbors is not worth the headache , make friends with him, invite him over for dinner and beers and see what yall have in common vs fighting
