Well he is the chief executive. Emergency powers are a thing.

That said, “total control of private property”.. LOL. Just a bit of overreach

Many parishes have not gone “Home Rule” and still have the Police Jury as their elected legislative and governing body. It’s a council form by district/ward but the PJ president, elected by PJ members, to preside at meetings and sign off on official business. This is a one-year term and is rotated by tacit consent.

I now think there could be wisdom to retaining this form of government, considered by many to be archaic.
