If the landlord has nothing to fear by proceeding than I would proceed. I'm not sure whether these State court judges are holding stuff up (some states have holds on as well).

Assuming the State court is allowing things to proceed, I would just do it... and wait for the feds to sue or intervene. (Just my quick take, maybe an eviction attorney has more insight as to what the State courts are doing)

In general, I think state and muni courts have generally been closed for months.

Even when they do allow people to file, the docket is full for a significant period of time.
