Why can't landlords just evict anyways. It would go to court and the judges have a clear precedent. So they would just rule for the eviction.

If the landlord has nothing to fear by proceeding than I would proceed. I'm not sure whether these State court judges are holding stuff up (some states have holds on as well).
Assuming the State court is allowing things to proceed, I would just do it... and wait for the feds to sue or intervene. (Just my quick take, maybe an eviction attorney has more insight as to what the State courts are doing)
