I don’t know, the attorney general didn’t sound too happy. She said that the report spoke for itself.

Yep, and in that report not only do you have 11 women that were all consistent, but there are NY state troopers corroborating the evidence against Andy. He can't go against his own LE, no plausible deniability there and it's practically airtight.
He's toast, plus the AG has leverage with the nursing homes and book deal in 2 separate cases.
