Yes they do share commonalities. If their can be no differences, then there is no such thing as generalized culture.

"Native American" is a massive generalization for dozens of cultures. The idea of a generalized culture is something people are using in this thread that doesn't exist. You could argue that there is a "Reservation" culture, as reservations clearly have shared problems.

European nation-states also share commonalities. European is still not a monolithic culture.
