What exactly are you trying to get out this thread? An answer for why bums like big gulps? Because they are cheap and have refills

Because this is a dumb thread. Yes. No one likes litter.

But to ask police of a city that already can’t get crime under control to start arresting homeless people for standing next to trash is fricking ridiculous.

No, it's a place where you can post bad ideas and act preemptively defensive so you look like a douche.

Anyway, tailgating isn't dealing with city laws. Making a law that would hold people standing next to trash responsible for picking it up would a mess. Hey, are you a normal pedestrian out and about standing near trash as you wait for a traffic light to change? Cop says you have to pick up the trash. Sorry about your timing.
