Therein lies the problem. Financial incentives offered by the government, the more you spawn, the bigger the payday. So the undesirables are increasing faster than Sauron was producing Orcs, and with them 100% voting for the Dims, we are in a vicious death spiral, especially in all the major urban areas.
Solution: cap the benefits at 2-3 chillins and/or offer incentives for voluntary sterilizations.
