Kinda' splitting hairs. Were they otherwise legally entitles to vote? If they requested the ballot and it was sent, it's not necessarily the voter's fault.

Wisconsin has voter ID laws. Except for "Indefinite Confinment"

Dane County Clerk Scott McDonell even took it upon himself to declare all voters in the county were indefinitely confined. After he did that, the Legislative Reference Bureau quickly explained that anyone falsely claiming to be indefinitely confined is breaking the law.

That was for the primaries. It was even higher for the general.

Why on earth, when you know there will be an increase in absentee ballots, would you wait to count them all at once?

FL counted them as they arrived so there would not be a backlog,

hmmmm one of these is not like the other..

It would take an idiot not to see they were waiting to see how many ballots they had to dump for the win.

Misleading at best.

A Milwaukee Journal Sentinel review showed that 123,357 voters in the 58 counties Trump carried claimed to be indefinitely confined on the basis of age, physical illness or disability.

In the 14 counties Biden won, 92,356 voters listed themselves as indefinitely confined.

Not conclusive, but not disengenuously distorted using stats from only 2 counties like what you posted.
