It’s possible this individual was deficient in the IQ department but it’s also possible someone wrecked into him and trapped him, and then didn’t call the police and just left. That would make them criminally liable for his death.

I mean a woman is looking for some restitution for her husband drowning to death in a horrific way. Whether there were steps he could have taken to save himself or not (who among us hasn't made a mistake before), it's a tragedy.
It's a little disgusting how some on here are so quick to blame the dead. I'd like to give the man the benefit of the doubt in saying he probably tried not to die.
