Yes. Although they might ask for some superficial changes like more landscaping or some different street lights.

Let's also add they'll have some sham of a "public meeting" asking for residents' input, all the while knowing the fix is in for the developer. I have a hunch some of the folks on the P & Z commission are fixing to go on some nice vacations or start driving some really nice cars.
