Anthony Bourdain did a documentary series that explored history, food, and culture in several places around the world. The countries he went to which had European rule, but is now run by the left behind slaves are all shitholes. I remember he did a show from the Republic of Congo (under French rule until 1960). In less than 60 years architecture, technology, and industry has not grown at all and become dilapidated. Despite mineral wealth and a good climate for agriculture, their "economy is a mixture of village agriculture and handicrafts" (Wiki).
