Otherwise you described the LSU football team. 2 or more people agreeing to act together to achieve a result.

Proving the entire LSU department and TAF acted together is East. That’s literally what they do.

Proving they all acted together to cover up rapes is a lot harder

In a civil conspiracy, they need prove by a preponderance of the evidence that two more people combined in a manner so as to damage the plaintiff. "Unlawful" or criminal conduct is not required. In a RICO conspiracy an intent to defraud is usually required, which is criminal.
