^this is a major issue in golf.
Play forward until you break 90 three times in a row.
Then alternate until you break 80.
When you break 80 three times in a row, move back when it’s a course you know and forward when it’s unfamiliar.
If you play in less than 4 hours it doesn't matter what tees you play.

Moving up a tee box on some holes at neighborhood courses can take some houses out of play.

I agree.
People should play a tee where they can have fun. In general, I play the first tee over 6000 yards at any new course for me. At my course, I’ve played all the tees.
In general, going up a tee is worth 2 shots a side.
4 shots turns a 91 to an 87. A 83 to a 79.
It is probably more fun for most people to score better.
For plus/scratch players, I can understand wanting the challenge of the “tips.” For a 10.8 index like me, I’ll play up where I can reach par 4s with a 7 iron instead of a 5 wood, or maybe on a par 5 have a go at getting home in two.
In general, many people are playing to far back for their game. Move up, and enjoy the day!
