I hate when people don't research breeds and shite like this happens. The dog didn't have "anxiety" like a human; it was a dog bred to chase game all day cooped up in a NYC apartment. Not fair to the dog at all. Shame on the rescue for sending a Beagle to an apartment, and double shame on the dumbass that thought Snoopy from Peanuts was a documentary about Beagle behavior.
