Not enough east Asian voters.
BR was 55% Black in 2010. Nationwide is 12-13%. This means that Baton Rouge has gotten greedy for blacks, and has acquired more than their share. Baton Rouge seems to like forced bussing, so maybe they can have some federal judge come in and bus their overages to an area that is underserved.
