In Youngsville in 2016, you could line up inspectors through the city free of charge who would do an open wall inspection and write a certificate stating you were good to cover your studs if they were below 20% moisture. It came in handy when we went to sell because our buyer wanted that since we disclosed it flooded. I suggest giving your local city or parish hall a call to see if they are providing that service.
