Sounds like these school districts don't care if they lose out on extra money because the money would have gotten redistributed to other school districts anyway. It's a bit of a moral hazard.
Louisiana and Texas should both stop telling locals how to tax and instead offer to cover the property taxes themselves on behalf of industry, or some compromise that is in-between.

Maybe the school districts didn’t care but I’d imagine the industry and their lobbyists cared. Why didn’t they prevail?
In La., we actually did transfer control to the more local entities. We used to have a board that made decisions for the state, but now the applications go to the local governing authorities.
