There is a heavy dose of incompetence. But bad calls go in their favor more than they go against them.

that call isn't even incompetence... it's literally how the rule is written
the letter of the rule gave the umpire only 1 call to make... and that is runner's interference and a double play
again... take it up with the NCAA rules committee who sees it as a player safety issue and gives the umpires no wiggle room
