Depends on several factors. What type of specimens is she processing? How many of those is she sending out to other labs? How many tests are the providers ordering on said samples? Are they medically necessary (this impacts reimbursement)? Federal or private payers?

Very few boutique lab owners are successful. They aren’t cheap to operate and getting providers to trust your lab with their samples vs the well know big guys (Quest, LabCorp) is a tall task. Then you need significant volume to break even. Thus her relying on kickbacks to her providers. Sadly it’s more commonplace than you may think.

ETA: You also need a damn good billing department/third party biller, as well. Those are hard to come by.

She's been foing this shite for many many years.
Some "kickbacks" were paying docs rent for Kab space in their offices. There are strict rules that you can pay per foot (reasonable rental pricing for commercial rental in area)
She would pay them several thousand too much.
There is a Grey area who's at fault...her for offering or the physician for accepting.
She fricked so many people she owed money to, there was NO DOUBT she would get arrested.
