Based on what? Both did very little as true freshman while Burns was higher recruit, for whatever that's worth.

Burns has more value to LSU's staff because it helps mend any potential bridges burned on the HS level. That makes his stock higher for them so it was smarter going with him. I doubt they see a huge gap in talent between either anyway. Burns should've never ended up at Georgia anyway. That was quite a mess up for Coach O that recruiting season.
