I've only been going to my current gym for 4 days, but from what I've seen the norm is to get there early, do all your rack work and then head to the main area. There are only 3 racks in a gym that routinely has hundreds of people in during busy time.

I usually only do one rack exercise a day and its early morning so it isnt a big deal.

If they are having issues with people hogging racks that seems like an equipment issue.

I wouldn't do what that guy did because you can do those exercises without a rack, but at the same time I understand his mindset. Sometimes you can be waiting quite a while for a rack.

You have dumbasses too like the aforementioned bicep curlers and the occasional wannabe female crossfitter doing 55lb good mornings. We have an entire rack of barbells from 25 to 115 lbs they could use.

I had a guy once who was doing a circuit of clean and presses then some kind of burpee then gay hop over the barbell then a couple of minutes on the row machine at 5:00PM on a weekday. Tied up one of three squat/bench racks for almost an hour and was dripping sweat all over everything.
