Only because you don't understand.
Since you said you weren't technical, I'll explain it very simply.
With the existence of these management tools, an authorized user with access to the database (potentially remote) could very quickly and easily manipulate data.
Common sense tells you (even though you keep asking if this software is allowed or not) that this type of software wouldn't be permitted. You'd want your certified election software being the only software with access to the database.

Common sense doesn't fly in a court of law....documentation does.
