even if you wanted to point to The New Green Deal as evidence of this belief, the Green Deal only ever discusses reducing the footprint of large cattle farms, not personal consumption

True, but you can accomplish these goals by regulating the shite out of whatever it is you want to to cut down on consumption by eventually leading to beef being so expensive that people cannot afford it on the reg any longer, thus reducing the footprint (what they want to do to cars that use gas and/or gas eventually)
