There is more to it than that. I think they consider how much ag in general it takes (tractors, transport, etc) to bring grain fed beef to consumers. If all meat were replaced by vegetables I could imagine the carbon impact of that much farming would be similar. Not to mention the habitat impact for wildlife.

I haven't bought beef other than the occasional steak at a restaurant in over a year. 75% of my diet is wild pork and venison. The rest is chicken or fish that I caught.
