What does the law state is illegal and should be prosecuted?

Shouldn’t that be changed if what’s being ignored is still considered illegal? If never illegal under law shouldn’t past convictions be an issue?
We have gotten lazy as a country and look for judges and now DAs to adjust or amend laws instead of legislatures. Similarly Why hold a constitutional convention and work on common ground amendments when we can just appoint judges to force changes to what’s constitutional? Will US ever pass another amendment to constitution?
