I think there are just shitty cops, just like there are shitty doctors and teachers. I think the amount of money vs the bullshite leads to a less than ideal applicant pool, but plenty of money is simply wasted in departments too. I think better pay and some sort of stress testing for these situations would be a good start, if it isn’t already being done, but ultimately I think there will always be bad apples.

Whats your metric for measuring shitty cops?
You've already stated all cops must be 100% unflappable.

Unfortunately, we don’t and never will live in a perfect world.
Perhaps what you suggested would work.
