Again, what do you propose? You’ve already alluded to being a cop not being a “marketable” skill. So what can be done?

There are over 3 million cop/citizen encounters a day, with amazingly low death or injury rates.
Police violence isn't one of the most pressing issues of our day.

I think there are just shitty cops, just like there are shitty doctors and teachers. I think the amount of money vs the bullshite leads to a less than ideal applicant pool, but plenty of money is simply wasted in departments too. I think better pay and some sort of stress testing for these situations would be a good start, if it isn’t already being done, but ultimately I think there will always be bad apples.
