When you are a required to have a degree/ master’s degree for promotion, TA is critical. Under Obama TA waxed and waned constantly.
Many major corporations cover advanced degrees and if the military wants to compete with the private sector then they shouldn’t be cutting these programs.
As to the University of Phoenix, 10 years ago there weren’t a lot of online options, now there are a lot more. When you are forced to move on a regular basis or sent to crappy places these online schools filled a void.
