When they repeatedly bite, hit and kick other kids, yes. We had to deal with that when our daughter was at daycare, one little boy just could not leave the other kids alone. Some conflict is expected, but when it's a continous habit instead of a rare exception, that kid has to go. Otherwise all the other parents will take their kids somewhere else.
