Is he though?
He was asked to do the impossible with nowhere near the physical abilities nor the support that his predecessor had.

It seems to me that they've really tried to make both Walker and Morgenthau complex characters with both sympathetic traits and troubling traits. I think they are trying to demonstrate how the serum tends to bring out the extremes in each side.
Of course on a far right sight like this one, a lot of people will feel more connection to Walker and more disdain for Morgenthau. I'm sure there are lots of other sites and places where the opposite is true. It's kind of like that aspect of the serum has been released into the country and everyone has migrated to the extremes of one position or another.
