Did you buy his rental business or did you buy a property that just happened to have a lease agreement between tenants and the previous owner? If you just bought the property and there is no recorded lease then you really don’t have tenants as there is no agreement between them and you. You need to have them sign a lease between them and you.
To your other questions...you are responsible for all the repairs on the property you now own. Unless you bought a business, those previous maintenance requests really don’t have anything to do with you (unless he lied on the disclosure documents).
