Why would the johns be charged with trafficking? That's like saying the guy who goes and buys a couple of bumps of coke from the local dealer should be arrested for trafficking narcotics.

Yes, the end user is the demand that the trafficker is producing a supply to meet, but the john has no hand in actually doing anything with bringing the girl anywhere. I can see where if you went that route you might reduce demand and hence reduce trafficking, but you'd never get the charges to stick.
