There's an argument to be made that he was a self-assured dork trying to do a solid for a completely helpless dork; however, I think the stronger argument is that he only pushed Rat to make a move to benefit his own rep as a ladies man and only kept Rat around because he was the only guy at Ridgemont that knew less about women.

Through every step of Fast Times, Damone is acutely aware of (1) how fake his entire persona is (2) that 99% of the world knows its fake (3) that he will only ever be cool or successful in life in comparison to the people he surrounds himself with. Part of the reason he dropped JJL was because he knew he couldn't keep up with her.
