Your vision of what a civil society of the future looks like is an illusion and a joke if you think the clown show in DC can deliver it to you. You may not value freedom very much, but others do think it’s paramount to how we can ensure the optimal quality of life; and we think this line of thinking is going to lead to the destruction of the civil society you want to sustain.

It’s government overreach, and there should be safeguards to protect us from the government.
I am not an anarchist. I recognize the need for a set of common laws. But the goal of a society that wants to optimize quality of life for everyone is to create a minimally intrusive government. The government is typically a lumbering, inefficient beast that is mostly ineffective but can be extremely harmful the more they intrude into your life. I contend that less government interference would have gotten us through this pandemic in a much better place.
