The VP is not in the chain of command, not the "deputy" President and only has other responsibilities, outside of presiding over the Senate, as delegated by the President. Historically, it was largely ceremonial functions. It is only a very, very, very recent development.
Famously, Harry Truman knew nothing about the atomic bomb project until he was inaugurated.
While true, Biden is the oldest president ever, and most think he’s suffering from some form of dementia. Despite what we all might think of her (in)competence, she is literally closer to becoming President than any VP in U.S. history and it just seems like common sense to keep her abreast of foreign policy that she could be in charge of at any time.

The check on this should have been the electoral process. However this was vitiated by the powers-that-be, it doesn't change the Constitution.

She gets the exact same daily national security briefings that POTUS does for that reason. She’s just mad because Joe didn’t ask her for input or permission on this one.
