I think you're misunderstanding what happens a lot of times in places like that. The police are told to stand down. And even in places where they intervene and make arrests, the state prosecutors aren't pushing for charges and are letting these idiots go freely.
It's not the police force's fault usually.

I never blamed the police. I agree with what you are saying.
I said "the government" isn't doing their job. Meaning the politicians, the elected DA and the appointed Police Chief. I think there is little doubt that the Rank and File police officers, the ones getting spit on and having things thrown at them, would like nothing better than to go Cave Man on these people.
