He should have issued a specific emergency declaration and then guaranteed he would make them good if necessary.

And then just never paid. Either make the Feds sue ERCOT and Texas over emissions or tell them to pound sand.

(ETA: I mean, if governors supposedly have the power to make folks wear masks and hop in a circle to go shopping, then they ought to be able to mobilize their energy grid to respond to a weather event. How am I the crazy one here?)
