I don’t see where in the letter that DOE ordered ERCIT to throttle energy output. My read is that the order allowed power generation above emission limits but only for a specified period and if it was to add capacity due to the emergency. I think maybe the $1,500 MWhr requirement was a way to self regulate the added capacity to ensure it would only be done due to the emergency. That’s just speculation on my part though.

Output IS throttled as a matter of course to meet emission standards. Output is below what it it could be every single day because of federal standards. They were asking the feds for permission to open the throttles.
