It’s very simple to shop/change your plan with power to choose.org. Most people don’t bother to research the different plans and/or don’t understand what they’re looking at. I assume folks with the ridiculous bills were either on a variable rate plan or a pre paid option. Energy Ogre works for some I guess, not for me. I lock a fixed rate in for 2-3 yrs, so not paying a monthly fee to ogre.
